Co-Founder & Subject Matter Expert, Cove Global Advisors
Patrick (he/him) is a seasoned international affairs professional with 14 years of experience applying strong interpersonal skills and foreign language acumen within the Executive Branch of the U.S. Government in counter-trafficking, research, intelligence analysis, policymaking, bilateral and multilateral diplomacy, strategic communications, congressional and private sector liaison, supply chain monitoring, NGO and multilateral stakeholder engagement, legislative and regulatory compliance, and foreign language translation.
At the U.S. Department of State, Patrick worked to elevate human rights within the foreign policy apparatus while advocating for ethical business practices and designing accountability measures – most recently by directing and closely collaborating with a team of researchers to impose sanctions against high profile human traffickers in the illicit online scam industry. Patrick has extensive experience designing and implementing foreign policy and strategic engagement to combat forced labor and other human rights and environmental abuses through diplomacy, foreign assistance, advising high-level U.S. and foreign government officials, and writing and publishing high-profile congressional reports, with deep regional subject matter expertise on South Asia, Central Asia, East Asia/Pacific, and West and Central Africa.
Prior to his Executive Branch career, he was a freelance translator providing services in Chinese, Spanish, Arabic, and Mongolian. He also speaks Russian and Japanese.

Julie (she/her) has more than 20 years of experience across government, consulting, and nonprofit leadership, with deep expertise in human trafficking & forced labor, human rights policy, ESG/sustainability, diplomacy, strategic communications, and risk management.
At the U.S. Department of State, Julie spent more than a decade advancing U.S. foreign policy on human trafficking, human rights, counterterrorism, and environmental concerns, engaging with governments, NGOs, and international and multilateral organizations worldwide. She specialized in child soldiers in conflict-affected countries, trauma- and survivor-informed approaches, and forced labor in global supply chains and the fishing sector, with regional expertise in the Middle East & North Africa, East Africa, and East Asia & Pacific. Julie was a principal contributor to the State Department’s annual Trafficking in Persons (TIP) Report from 2012-2022.
Julie began her government career as an intelligence analyst at the Defense Intelligence Agency (DIA) focused on political-military issues in Latin America & the Caribbean. From 2022-2025, Julie was a Senior Manager at MetaPhase–a government consulting firm–where she led high-value contracts focused on strategic communications, strategic planning, and risk management.
Julie currently serves on the Board of Survivor Alliance, a survivor-led nonprofit uniting and empowering survivors of slavery and human trafficking. Julie is also a Certified ESG & Sustainability Practitioner. She holds a B.A. from Dickinson College and an M.A. in International Policy from the Monterey Institute of International Studies. She is based in Washington, DC.
